In Game of Thrones, Daenerys Targaryen had three dragons. However, House of The Dragon takes place during the height of the Targaryens' power in Westeros. It was a time when there were dozens of Targaryen dragon riders, and these dragons grew to a monstrous size.The series is set 200 years before Game of Thrones - but the dragons, death and feuds are all there. For example, Caraxes - whose riders include Prince Daemon Targaryen, played by Doctor Who Dragons are capricious and intelligent (for animals), requiring training and intimate contact to build the personal bond they require before allowing a rider. In A Dance with Dragons Daenerys learns (not from Tyrion, but from a character cut from Game of Thrones) that the bond formed between dragon and rider is unbreakable, lasting until death.

The dragon perceives the rider's emotions, and reacts accordingly. That is why Dragons are notoriously hard to control, because the Dragons listen to the rider's hearts, not their minds, and the riders themselves only have limited control over their hearts.
